RiftPal explanation
How it works
When an effect makes you discard, you choose the required cards from your hand unless the effect says otherwise. Abilities that trigger from a discard happen after the cards have been discarded.

A cost must be paid in full. If a cost says "DiscardMove a card directly from your hand to your Trash without playing it or following its normal rules text.View in Glossary 2" and you have only one card in hand, you cannot pay it. If discarding is part of an effect, discard as many as you can and continue with the later instructions.

In practice
Example
An effect says "Discard 2, then draw 2," but you have one card in hand. Discard that card, ignore the rest of the impossible discard instruction, then draw 2. If "Discard 2" were a cost before a colon, you could not use the ability with only one card.
