In practice
Example
A spell says 'Deal 2 to a unit' and has Repeat with a cost of two Energy. You pay the spell's cost and the optional two Energy as you play it, choosing one unit for the first execution and another for the second. When it resolves, it deals 2 to the first unit, then 2 to the second; the spell was played only once.
